Roof replacement
Tear off to the deck, then build a roof the current Florida Building Code will actually accept.
A replacement is not a second layer. On this corridor the usual job is a full tear-off, a look at the deck, and a system — underlayment, flashing, and cover — matched to the house and to the code in force when the permit is pulled.
The 8th Edition of the Florida Building Code is in effect through the end of 2026. The 9th Edition takes effect December 31, 2026, and it keeps the ASCE 7-22 wind framework the 8th Edition already adopted. Central Florida is not the high-velocity hurricane zone. Miami-Dade and Broward are. The design speeds here are still a wind code, not a northern building code with palm trees.
What the price is really buying
The cover, whether 3-tab asphalt, architectural shingle, tile, or metal, is the visible third of the invoice. The rest is tear-off and dumpsters, swollen plywood at the eaves, new drip edge, wall flashing, valley metal, pipe boots, and the labor of doing it on a two-story house with nowhere to stage. When replacement beats repair
Repair is honest when the cover is young and the leak is a flashing or a cracked tile. Replacement is the grown-up answer when the underlayment is aged out, the insurer is asking, or solar is supposed to sit on the roof for twenty-five years. See reroof before solar.
