Architectural shingle
Most of Deltona, Brandon, and the Orlando suburbs are shingle roofs. The system under the shingle is what changed.
Architectural shingles are laminated asphalt: thicker than a 3-tab, and the honest, common reroof from Deltona to Brandon. They are not a fifty-year product in Florida sun. Plan on a shorter life than the brochure, especially on a dark, low-slope roof over a hot attic. If the quote you are comparing is a flat 3-tab, that is a different cover. See asphalt shingles.
A Florida shingle system
The shingle is the top layer. Under it, on a permitted reroof, you should expect a deck that has been looked at, fasteners that meet the current nailing story, underlayment the code recognizes, new edge metal, and flashings that were replaced rather than smeared. A secondary water barrier — a sealed deck or an approved membrane, not a slogan — is what the wind-mitigation form is often asking about on the SWR line.

Solar on shingles
Shingle roofs take solar well when they are new. They take it badly when they are late in life, because the array has to come off for the next reroof. If the roof is the project, price the solar-ready reroof before you price panels alone.
